ARTICLE I
Section I. The name of this organization shall be Marion Historical Museum.
Section II. The purpose of this organization is:
- To preserve the natural and human history of Marion and the surrounding area with special emphasis on the people who have lived in the community of Marion;
- To conserve the collections in the Marion Historical Museum;
- To Interpret the story of the people who have lived here through the collections, through research and educational programs;
- To involve the community in the understanding of and the appreciation of its heritage.
ARTICLE II
Support
Section I. The museum, its building and collections, is the property of the City of
Marion, Kansas. The City shall be responsible for care and upkeep of the building and grounds and of such improvements as may be determined through mutual consideration of the Museum Board and the City Commission.
Section II. Financial support will be encouraged from anyone interested in the purpose of the museum through annual gifts in the following categories:
- Contributor: $5.00 Annual Gift
- Sponsor: $25.00 Annual Gift
- Patron: $50.00 Annual Gift
- Benefactor: 1,000.00 Lifetime Gift
Section III. Volunteer participation in the program of the museum will be encouraged to provide for:
- Hostesses
- Assistants in record preservation
- Assistants in conserving the collections of the museum
ARTICLE III
Administration
Section I. A Museum Board shall be established and named by the City Commission for
the purpose of determining the management policy and program of the museum. This Board shall consist of seven members appointed by the Mayor with the approval of the City Commission.
Section II. Terms of the Museum Board members shall be for four years with the terms of
classes on a rotating basis. The first appointments shall be as follows:
1 member for a term expiring December 31, 1992 (Class of 1992),
2 members for a term expiring December 31, 1993 (Class of 1993), 2 members for a term expiring December 31, 1994 (Class of 1994), 2 members for a term expiring December 31, 1995 (Class of 1995).
Thereafter, upon the expiration of each term, successors will be appointed in a like manner to fill the vacancies created and each member will serve a term of four years.
Vacancies occurring on the Board shall be filled by appointment by the Mayor with approval of the City Commission.
Section III. The powers and duties of the Museum Board shall be:
- The Museum Board shall make and adopt rules and regulations for the administration of the museum in keeping with the stated purpose of the museum.
- With the approval of the City Commission the Board will maintain regular janitorial service for the museum building.
- The Board shall receive any private gifts, donations or bequests given for the purpose of supporting the museum, its program and projects. The Board shall act as an advisory to the curator in administering of these funds.
- The curator shall have a limit of $300.00 a month to use for supplies for operations of the museum without approval of the Board. This amount will be reviewed each year.
Section IV. Organization of the Museum Board:
- There shall be an annual meeting of the Museum Board to elect officers, receive reports and do such business as is necessary. This meeting shall be prior to the opening of the museum.
- The officers of the Board shall be President, Vice-President, Secretary and Treasurer.
- The Board shall determine the date and place of its regular meetings. Special meetings may be called by the President or upon written request by a majority of the members.
Section V. Duties of the Officers:
President:
- The President shall be the chief executive officer and shall preside at all meetings of the board.
- The President shall be an ex-officio member of all committees. The President shall appoint such committees as are deemed necessary and shall name the chairman
Vice-President:
- The duties of the Vice-President shall be to perform the duties of the President in the absence of that officer.
Secretary:
- The Secretary shall keep an accurate record of the proceedings of all the meetings of the Board and shall conduct necessary correspondence for the Board unless otherwise provided.
- The Secretary shall be custodian of all records of the Board except such as are specifically assigned to others. These records shall be open to inspection by any member of the Board at reasonable times.
Treasurer:
- The Treasurer shall receive all funds paid to the Marion Historical Museum and shall deposit such funds in the name of the Marion Historical Museum in such bank as the Board may designate.
- The Treasurer shall pay bills after approval by the Board.
- c. The Treasurer shall keep in suitable form detailed accounts of the assets, liabilities, receipts and disbursements of the museum. The books shall be open at all times for examination or audit by the auditors designated by the Board or the City Commission.

ARTICLE IV
Fiscal Year
The fiscal year of the Marion Historical Museum Board shall commence on January 1 and shall end on December 31.
ARTICLE V
Quorum
Four members of the Board shall constitute a quorum.
ARTICLE VI
Amendments
The by-laws may be amended by majority vote of the Board at a regular meeting provided the amendment was presented in writing at the previous regular meeting and has received approval of the City Commission.
ARTICLE VII
Approval
These by-laws after approval by the Marion Historical Museum Board and the Marion City Commission shall become effective immediately.
ARTICLE VIII
Parliamentary Authority
Parliamentary authority shall be Roberts Rules of Order Revised. Approved this 15th day of June 2004
